CMDA Master Plan 2036 — Status Update
The Chennai Metropolitan Development Authority's Master Plan 2036, which was in draft for consultation, received further stakeholder submissions in Q1 2025. Key provisions expected in the final plan: increased FSI along metro corridors (from 2.5 to 3.5 in some zones), mixed-use zones in OMR, and revised planning boundaries to include Ponneri and adjacent zones.
The revised FSI along metro corridors will increase the density of permissible construction in those zones — relevant for land buyers near planned metro stations.
DTCP Sanctions: Q1-Q2 2025
The Directorate of Town and Country Planning sanctioned 218 new residential layout projects across Tamil Nadu in the first half of 2025 — a 14% increase over the same period in 2024. Chennai district and adjacent Chengalpattu/Kanchipuram/Thiruvallur districts accounted for 78% of these sanctions.
Key Infrastructure Milestone: Outer Ring Road
The National Highways Authority of India (NHAI) confirmed that the GST Road expansion (Tambaram to Chengalpattu four-to-six-laning) has completed 85% of civil work. Revised completion: end of FY 2025-26.
Semiconductor Park Update
ELCOT's proposed Electronics and Semiconductor Park near Sunguvarchatram (Kanchipuram district) received environmental clearance in Q2 2025. Land acquisition is underway. The park is expected to attract 15–20 semiconductor/electronics units over 3–5 years. This is a significant new employment driver for the Kanchipuram corridor.
New DTCP District Office in Chengalpattu
A new, dedicated DTCP district office was inaugurated in Chengalpattu district (carved from Kanchipuram) in March 2025, expected to significantly reduce the approval timeline for layouts and building plans in the district.
