What "Approved" Actually Means
When a developer says a plot is "DTCP approved," it means the Directorate of Town and Country Planning has reviewed the layout plan and sanctioned it for residential development. Specifically, DTCP approval confirms:
What DTCP approval does NOT guarantee: title clarity, absence of encumbrances, that the specific plot you're buying exactly matches the approved plan.
DTCP: Who It Covers and Where
DTCP approvals are issued by district-level DTCP offices for areas outside CMDA jurisdiction. In practice: Thiruvallur, Kanchipuram (outside CMA), Chengalpattu, and Vellore districts use DTCP approvals.
Approval number format: Varies by district (e.g., DTCP Approval No. LP/X/YYYY for Kanchipuram). Verify directly at the district DTCP office — walk in with the approval number and ask to see the sanction order.
CMDA: The Chennai Metropolitan Area Standard
CMDA approval covers the Chennai Metropolitan Area — approximately 1,189 sq km including Chennai city and parts of Thiruvallur, Kanchipuram, and Chengalpattu districts within the CMA boundary.
CMDA has stricter standards than district DTCP: higher minimum road widths, stricter open space requirements, and more rigorous scrutiny. As a result, CMDA-approved properties have historically traded at a premium to equivalent DTCP properties.
If a property claims CMDA approval but is 60 km from Chennai city — that's suspicious. Verify the CMA boundary map first.
RERA: The Buyer Protection Layer
RERA (Tamil Nadu TNRERA) is not a layout approval like DTCP or CMDA — it's a project registration that provides buyer protection under the Real Estate (Regulation and Development) Act 2016.
RERA registration requires: project registration with TNRERA, quarterly progress updates, a dedicated project bank account that limits fund diversion, and legal recourse mechanism for buyers.
RERA protections include: compensation for delayed delivery, refund rights if builder fails to deliver, and an adjudicating authority for disputes. For plotted developments, RERA applies to projects with more than 500 sq mt of land or 8+ units.
The Ideal Combination
The strongest protection: **DTCP + RERA** or **CMDA + RERA**.
This combination means: approved layout plan (physical legality) + registered project with regulatory oversight (buyer protection) + typically bank loan eligibility.

For any plot you're considering: call or visit the relevant DTCP office (or CMDA for Chennai area) and ask to verify the layout approval number. Give the approval number and ask: is this genuine? Is the layout within the sanction limits? Has any portion been denotified?
